I am not able to disable/Revoke this permission. Found the setting name in two nodes (projects and project preferences, but those settings did not block the ability to check the box and save the project)

Construction/Projects - Security - Can't REVOKE "Allow Adding New Items on the Fly" checkbox on Projects screen on the Summary tab.

I was able to find and revoke access to this node in access rights by screen.
The path here is Construction > Projects > Project.

Thank you Ed, I will try that again. When I changed that setting before, it did not change the behavior of the checkbox,but I will try it again.
