Found in Sale Demo 2022R1:
An Opportunity with an approved Sales Quote does not have the option to Create Service Order (or Sales Order) in More / Actions, but same Opportunity with same quote in draft status allows action to create Service Order
What am I missing ?

What is the recommended workflow if you can’t get an approval on a quote before converting to an order?
When the sales quote is approved , you will have the sales quote as Mark as accepted (instead of converting to a Sales order). Then the service order creation will be enabled from opportunity
