Installing 24R1 on local server error: "The given key was not present in the dictionary. Table name: UploadFile. File name: .Linenumber: 0.

I have tried to install 24R1 many times but always get the error below.

Does anyone have any tips on how to resolve this?
 

I have tried clicking Retry, but it doesn’t resolve.
If I click Ignore and go through the rest of the installation, here is the error I get when I try to launch the instance:

Did you Unpublished the customization projects and executed the Upgrade?

It’s not an upgrade; it’s a fresh install.

I was actually just trying to install with no data. I am planning on importing a snapshot.

Does System.Diagnostics.DiagnosticSource.dll exist in the instance’s ‘bin’ folder?

I suspect that the error during install may be unrelated to the error after, but I’m not certain. Was there, by any chance, an instance with this name installed previously?
