Currently you are not allowed to upgrade the instance because it is not compatible.
Acumatica ERP 2021 R2 21.200.0145 can be upgraded from the following particular versions:
• 2021 R1 Update 11 (21.111.0019) and earlier
• 2020 R2 Update 14 (20.214.0030) and earlier
