Why 2020R1 doesn’t have 2 Factor authentication Policy 
where can enable 2 factor authentication setting in 2020R1?

No, I don’t think you can setup external authentication without this license… the External Identities sheet is just there to how you the user keys and let you disable links between Acumatica users and external identities, but you can’t “add” anything there otherwise.

You need to enable the “Advanced Authentication” feature in Enable/Disable features. Note that this is licensed separately, if you have not added this to your Acumatica license it will not be available.

I think we don’t have the license, but can we use External Identities? and how to use it?
