When you create a Sales Order and have completed the Shipment, the system will create an Issue to ship the goods out of the warehouse. The screenshot you sent shows the correct logic: Allocation Type: SO Shipped & Document Type: Issue
If you have just created a Sales Order and have not yet completed the Shipment, you will see the following.
