How to disable or hide the “Tools” menu (top right) for non-admin users in reporting / data views ?
We have already tried the following without success:

Removing access via roles, including Customizer and other non-admin roles

Restricting access to related system screens (Customization, Snapshots, System tools, etc.)

Verifying screen rights and form-level permissions in Access Rights by Role (SM201010)
Despite these restrictions, the “Tools” menu is still visible for users who should not have access to it (even if they cannot open all underlying screens).
Our questions:

Is there a standard way to completely hide or disable the “Tools” menu based on roles?

Is the visibility of this menu hardcoded or controlled by a specific permission or feature flag?

Is a customization required to hide it, or is there a recommended best practice?
