Will we need a subscription to Aatrix to pull in the latest tax tables? We will not need the service they provide to produce our W2s/W3, or payroll tax returns for the quarters and annually.
While testing the system, the EEO-1 report will not generate info? Is Aatrix needed for this?

What Aatrix is used for is the reporting aspect and you will need an Aatrix account to log from Acumatica.
The screen to navigate to is called Government Reporting.

The screen to navigate to is called Government Reporting.
Be sure that you have at least one Work Location (complete address) entered before performing the Tax Maintenance to pull in the Taxes.
Depending upon the state and location, you will also want to run the Tax Maintenance after new employee payroll records with complete addresses are added.
