I want to know if it’s possible to create time cards for employees (these employees are set up as users in the system) ? Currently, in the screen EP.30.50.00 I can only choose my user.

The employee needs to be under your supervision on the Company Tree EP204061 form
This is what help indicates:
When the Employee box in the Selection area is cleared, the following time cards are listed on the All Records filter tab:
- Your time cards
- Time cards of the employees for whom you are an appointed delegate
- Time cards of the employees who report to you
- Time cards of employees in the workgroups at lower levels in the company tree than your workgroup
You should be able to create timecards for the above list
