How do I change the order of actions in Process Shipments

I have actions from my SHIPMENTS screen that are carrying over to PROCESS SHIPMENTS. Hooray! How do I change the order of those actions in the PROCESS SHIPMENTS screen? I would assume a customization, but I’ve not touched processing screens much and am trying to avoid making a mess.

 

Any advice is greatly appreciated.

They are, in fact, listed alphabetically by ID

Except almost no one has a business process that is alphabetical. So to my question: does anyone know how to change the order of the operations on the Processing Screen? If it’s unchangeable, that’s fine, I just need to know if I can get this into a more useable state.
