The cost to quantity imbalance is caused if a negative adjustment value is higher than the Total cost of Inventory in the Warehouse.

The adjustment value cannot exceed the Total cost of inventory in the warehouse, regardless of the period the adjustment is being transacted in

Please run the inventory valuation report for the specific item and check whether its making the total cost of the item negative, if so, adjust the inventory document accordingly, below is the field user need to refer.

Is the IN Receipt associated with a Purchase Receipt?  In addition to the suggestions above, please review the Inventory Transaction History for the item.  The Cost of the item may have changed since the Purchase Receipt was released, resulting in the cost to quantity imbalance.
