New York State Capital Improvement Tax

Hi Community, I’m wondering has anyone worked on a solution for New York State Capital Improvement Tax, possibly a GI or Report?

Details:

When doors/windows are installed into a home, home owner does not pay Tax (it is considered Capital Improvement transaction) BUT the company who has sold/supplied the doors/windows has to pay tax on the cost of materials which is on a linked purchase order.
