I'm trying to log into Vendor Classes form and come up with above error massage? Is it a access problem? Else could you please help me to sort this out.

It looks like your user does not have access to the Compliance Preferences form. If you are using U100 dataset, log in as gibbs user who is included into the Administrator role.
+1To be able to create a vendor class, you need to specify the settings on the Compliance Preferences (CL301000) form.
