The functionality was designed this way becuase the invoice will be created from the sales order and not from the service order, so if the lines are marked as billable in the service order, the would be billed twice for the customer.
I read down the comments that you tested using service order quotes (or FS quotes), if this works well for you, I advice to continue using it.
About this question
Note, the User Profile for Default Service Order Type, does not include FSquotes?
That is right, users are only able to select “regular” behavior type service orders as default, not quotes.
