In Acumatica Cloud ERP 2023 R1 Build 23.107.0022, is there a possible workaround for us to set a recurring task by annually for specific workgroup?

This can be possible by creating a business event and run it using an Automation schedule. You need to set the automation schedule to run monthly and set it to be executed once for every 12 months.

Do you mean “Biannually” (Every 2 years)? If so, use Schedule Type = By Financial Period and then enter 24 periods.
This configuration will work fine if the fiscal year contains 12 Periods in a year.
