The quantity on hand for one part in the BOM is zero.

When issuing a sales order and the quantity on hand for one part in the BOM is zero.  Where is the notification that there is a parts shortage?   What report shows when you could expect to manufacture the item given purchase order lead time?  Can you go directly to the purchase order screen to order the part?

Most companies manage this with MRP - setting proper planning values to keep supply levels optimized to meet demand.

If you want to be reactive, you’d need to create the Production Order and run critical materials to identify missing parts, then generate the supply record to set delivery date expectations.
