Is there a way to specify total hours without needing to specify employee ID and shift ?

Hello, I need to specify total hours and fixed rate instead of employees ID and shift 

Is this option available in labor screen (AM301000) version 2023 R2 ?

The option to use Standard or Employee rate is set on Production Preferences 

“Use Labor Rate” drop-down

@ahmedragai28488  No it's not, Employee id and shift are mandatory.
I will recommend creating generic employee id to achieve suggested use case and use the Standard rate as Labor rate instead of employee and define the standard rate in the Work center to utilize the Fixed rate.
