can product workgroup set it don’t allow to put any content or Grey in ?

You can achieve this by restricting access to those columns ( Product Workgroup and Product Manager) using Access rights.
Here are relevant steps and screenshots.
- To locate correct sitemap node on Access rights by screen, on Stock item entry screen (IN202500) > Select Tools > Access rights
- Expand the ‘Inventory Item’ under ‘Stock Items’ on Access rights by screen
- Either assign ‘Revoke’ access or ‘View only’.
- ‘View Only’ should grey out the column
- Revoke access should hide the column

- As you said, you can delete the Stock Items screen and do publish
- Otherwise simply, you can make Disable = Empty and do publish, at the below Fields section.
