Transferring Nonstock Items Between Warehouses

Hello, 

I trying to find a good answer to the below: 

We want to input our maintenance items in as non-stock items (we do not track quantity, and most are made on site and we do not want to create work orders for them) 

However, our main site/warehouse handles almost all of the stock and ships it to our 3 other warehouses as needed. We would like to be able to do a transfer of the non-stock item (cost) to the warehouse that is receiving the part. The cost of the materials and labor are all already calculated in the cost of the Maintenace part. When I try to do a 2-step transfer, I am able to save the transfer, create a shipment, and update IN. When I try to receive at the receiving warehouse the transfer doesn’t show up, and when I check the transfer order it shows as completed. However, I am seeing no GL transaction associated with this either. 

This also applies to our non-stock production materials (screws, nuts, bolts, rivets etc.) Where a plant might need to supply another plant and we want the costs to be reflected accurately. 

Is there a way to do this other than making the item a stock item?
