Yes I have same issue with other UPS ship via,
Not a third Party integration,
For International shipments, please confirm if a C.O.D. amount has been entered on the Packages tab of the shipment and the Insurance checkbox has been selected on the Shipping tab.
If the error occurs even with these fields selected/filled, please create a case with the support team to take a closer look.

Hi Everyone !
This is to update you that the reason for the issue is, this is an international shipment (Shipping from US to Puerto Rico) and our UPS native integration doesn't support international shipments.
Due to this reason, you are getting the InvoiceLineTotal value error.
As a workaround either,
- use another plugin carrier like EasyPost or ShipEngine or
- for some other international shipments, Client has used service method UPS EXPEDITED - UPS (Worldwide Expedite) which is manual method (seems like using shipping tool integration with UPS worldship) to confirm the shipment.
