Sales Orders of Type MO and Hold Status, does not allow to Create Payment

Unlike the orders with SO Order Type, the Create Payment is not Enabled for the MO Types Orders.

Is there a settings to change this behavior or do we have a workaround to show the Create Payment when the order is on Hold Status.
FYI, in Open status, the Create Payment option is shown.
