How do I go about adding the Cost Statistics section on the Stock Item screen to the Template Item screen?

I tried just going in and creating the same elements in the same place but it looks like the itemcosts view doesn’t exist in the template items screen.  How do I go about creating that view and then duplicating the setup?  The main thing we need to be able to do is set the last cost on that screen.
