You cannot generate Bills auto from a project. The system only generates invoices to the customer using billing rules on a task.
The cost budget is just that, a budget and no more functionality. You need to either raise a purchase order that becomes a bill and link that to the project when creating it in the purchase order screen, or create a Bill in the bills screen that links to this project.
