Have you tried a naming convention?
We use
1 - Scan
2 - Prep
3 - Review
4 - Clear
etc.
To make this even easier, you could also add segmented keys.

Thanks Irina, This does not help in my case.
I need to sort the tasks in a particular order which is not alphabetic up or down. It will differ per project.

Have you tried sorting by created date? It seems like it should solve what you have described here:
