separate required project attributes from project quote

is there be a way to prevent a project template that has required project attributes from the project quote level?   currently, templates can have project specific attributes that can be required or not.  if they are required and that template is used on a project quote, those attributes now become required at the project quote level.  Many times, that information may not be available until after the opportunity is won.  could a future development idea be to make them optional at the project quote level but have them required at the project level?

You can not make this work using out of box functionality. Alternatively,

  1. you can make a copy of existing templates and adjust as you wish to be used in quotes.
  2. develop a customization
