According to the current functionality:
1. It's possible to manage header notes of sales order records in the mobile app
2. It's possible to manage header and line files of sales order records in the mobile app
3. It's not possible to add/view line SO notes in the mobile app

Header notes of sales order records in the mobile app can be found on the Summary tab as shown in the screenshot below.
