Email notification not found but business event triggered

Business Event History shows that the business events has no issues and the email notification subscribers also has no issues, but when I want to process the email, I could not find the email notification under Email Pending Processing. Hope someone can advise why and how can I fix it. thanks

yes indeed, I fixed the TO and it works. thank you so much for the help @dales50 

@jechang  There is not enough detail in the your message to determine the exact issue.  In most cases when a email is not created from a Business event notification it it related to a TO email address that in either invalid or missing.
