Outlook Add-In to Create Project Issue

Trying to create an issue in ACE from Outlook but get the error: CS Error: Cannot generate the next number.  Manual Numbering is activated for ‘PROISSUE’.  

However, in Numbering Sequences, Manual Numbering is not activated for PROISSUE.  ???
