Fixed labor costs

We are a union plumbing company and allocate costs to our projects for the union benefits.  This currently gets put in thru Time & Expense for each plumber under the material tab with non-stock items we created.  It’s a fixed cost per hour.  However, we can only set the cost (in non stock items) as a percentage because otherwise it’s taking the labor rate and multiplying it by the cost of the benefits when we want it to take the cost times the hours.  Any one run into this issue and what was the fix?
