Sales Tax Changing Region when converting sales order to Invoice

It is not happening on every sale but periodically the sales order when we convert it to an invoice changes the ship to address sales tax to the company address rate.  the office is VA but ship to is Florida in this example.

What is your ShipVia.  If your ShipVia does not have the  common carrier check box checke it will use the default Tax Zone set for your Branch.  You'll see the WillCall box checked next to ShipVia as well.  

A common reason for it to change is the order was originally created with one ShipVia or a blank ShipVia and then changed when fulfilled on the shipment (or SO).
