If I create a new tenant for our 2nd retail business can it share the same inventory with the 1st tenant.

You can use an export scenario to export the inventory master data and use an import scenario to import it on new tenant. You can find sample item export and import scenario on our demo tenant. If most of configuration data is same on new tenant, one can use a snapshot with settings and business accounts to setup new tenant.
