Over produce when preassigning lot numbers

Client is preassigning auto numbered lot numbers for manufacturing. The original RO is for a qty (48), but because less material was scrapped, they were able to make 49. Trying to update the qty to 49 on the Move looks like it will work:

But it makes this error:

Any ideas or settings we are overlooking?
