Payroll Issues- Local Taxes not posting and cannot create new PR/DR batches

We are very new to Acumatica and going live in January.  Because of the volume of new installs, we couldn’t get consultation to setup the PR system.  So please forgive the basic nature of these questions.

 

I’ve run a full PR cycle with actual hours and the results were very impressive.  With the exception of the local LST and EIT not calculating the 1% or 1.00 per week.  I’ve updated taxes, assigned to employees, even manually adjusted without success.

 

On top of this after restoring a bu to rid the db of the pr cycle, I no longer have the “+” sign to add a PR/DD cycle.

 

Any help is appreciated.  2020R1 204 version.
